i think i had already see it near to my home in november. German manufacturers seems to do a lot of test near to my home in the Mont Ventoux (a mountain). I had see a lot of cars before release with little camouflage or heavy camouflage: BMW X6, 1 Cabriolet, 7, Mercedes S Klasse, the new Panamera (a convoy of 4 or 5) in june 2016 without camouflage...

I think they test on there fuel pump. I have a book about developement of Skoda Favorit and the main man who constructed it says there that lot of european brands test it there.

They test rather if the car is able to withstand the rise of Mont Ventoux (radiator that heats or not). Sometimes they have a trailer.
