Between Class and Origin maybe?
Or Made For? Made for lets you select a single country as well, but nobody ever uses it. Maybe it could be in there instead of selecting a country?

I don't think the car has to be in a completely different category, as long as there is text on the car's page somewhere that says it was not available to regular customers.

It is only sold as a police car in North America, so it's either add a police car, or add nothing.
If you plan on adding a identifier for fleet cars/cars for commercial sale this summer, I could also wait with adding it.
